<abstract>The purpose of this project is to gain increased resolution and updated county-wide imagery of the City of Eau Claire and Eau Claire County.</abstract>
<purpose>Ayres Associates provided the Cities of Eau Claire and Altoona (hereinafter referred to as the Cities) with digital color orthophotography and topographic mapping services in 2013. Digital aerial imagery was collected on April 28, 2013 using a Vexcel UltraCam Eagle, digital photogrammetric mapping camera. Imagery was collected to support 3-inch resolution digital orthoimagery to National Map Accuracy Standards for 1 = 50 map scale. Resultant orthoimagery was rectified to a new digital terrain model, comprising of a newly developed LiDAR bare earth surface. Orthoimagery was delivered in PLSS quarter section GeoTiff and MrSID tiles and a project wide MrSID mosaic. The Cities area is located in northwest Eau Claire County and extends into the southwest part of Chippewa County in the Lake Hallie area. The Eau Claire River and Chippewa River run through the project area, with the confluence in downtown Eau Claire. The total project area is 117 square miles mainly urban and suburban with some rural and agricultural areas around the periphery.</purpose>

<logic>Check points taken from overlap areas of adjacent image strips contribute image chips--smaller portions of the reference orthophotos surrounding the check points that have the same accuracy as the GPS and are highest in accuracy--to each orthophoto tile are typically consistent to the 2-3 pixel level. This not only ensures that a consistent mosaic can be created from the adjacent image strips acquired with the sensor but also means that the images have good precision and as a group are spatially self-consistent.</logic>

The triangulated strips were rectified with a new digital terrain model, comprising of a newly developed LiDAR bare earth surface. The red, green and blue bands were combined to generate a final orthophoto. In addition to color and tonal balancing, these eight bit images were adjusted to create seamless imagery to the highest extent practically achievable. The imagery was mosaicked using manual seamline generation. PLSS quarter-section tiles were extracted from the initial mosaic. The individual quarter-section tiles were manually edited to correct minor anomalies in the rectification or mosaicking process.</procdesc>
